The history of Aporia drives the main plot of the campaign. Aporia seems to be the luckiest city around, and the citizens are unusually luck-driven. The main way to save money is to hire a Professional Gambler . The citizens find it abhorrent to have someone do a task they do not are not skilled to do. And will only allow someone to take a role they have proven merit fulfilling.
