Angaran Empire
The Angaran Empire is a collective of semi-autonomous city-states under the domain of Daimon Kings, known as Ba’als and Ba’alahs, by decree of the Gods in a holy compact under the stewardship of the Archangel Samael. During the Cataclysm many demons chose to strike an accord with the gods to side against the forces of corruption and destruction that threatened to wipe out humanity and wage a war of extermination against the Mortal Realm. In exchange the leaders were given the right to administer territory so long as they agreed to a code of conduct that ensured the preservation of mortal life and minimization of suffering. To enforce the Compact the Ba’als were placed under the rulership of the Archangel Samael, who has been named Pharaoh of the Daemons who reside within the Mortal Plane.
Within the Anagaran government the separation between church and state has lines that are blurry at best. While technically religious institutions operate independently from the government, they are given much autonomy to govern their practitioners and there are no rules stopping religious leaders simultaneously holding political office, and the highest offices are held by semi-divine beings that have their own cult followings. As such, although civil government is supposed to govern secularly, officials tend to appoint members of their sects, and the highest offices are usually held by major religious leaders. Thus, while Common Law of Angara does not have legal provisions based on religious tenets, many areas that where a particular sect has a monopoly on power enforces religious law on the populace, and while the Sects are meant to mediate issues within their communities and have limited power to pass edicts and injunctions on their practitioners, in these regions where a particular Sect holds unparalleled power, many instead strictly uphold their moral obligations as law, which can as go as far as the Temple administering the justice system, some going as far as overseeing capital crimes, with punishments going often beyond what the Civil Code allows, and some actions treated as criminal that are not actually illegal, such as a community in the Ashuran Mountains that cuts out the tongues of liars.
