IFSB Treaty for Advanced Civilizations

Purpose

In an effort to bring peace to all races within the universe and protect those who may still be primitive, the Vorsay Y'omtas a Dar'ril (Treaty for Advanced Civilizations) was written. The idea was to help write out certain laws and regulations that would assist alien races in learning to cooperate, trade, and protect each other. Of course, not all races would agree to the treaty or join the IFSB, but diplomatic efforts were always made to new intergalactic races upon their discovery.

Document Structure

Clauses

There are numerous clauses detailing agreed upon regulations as decided upon by the IFSB Council. Each section contains information in regards to diplomacy towards new civilizations, laws to protect primitive societies, trade relations between races, and the rights of a civilization, including the right to grow and prosper.   Several clauses outline the need for the IFSB and its uses as well as the governmental abilities and restrictions of the organization. There are also regulation clauses in regards to how the IFSB is run and how leaders are chosen and added. Each race will have their own diplomatic representatives in the IFSB, which must follow the clauses set out for them within these sections.   Many other minor clauses exist to help regulate peace between the civilizations, with amendments being added periodically as new races are added or it is found that changes are needed to keep up with overall societal changes.   The final clauses discuss what should happen if the IFSB must declare war or has war declared upon them and how the alliance of civilizations should react to such an event.

Publication Status

This treaty is accessible to anyone, and it can be found on any trans-galactic device.

Legal status

The IFSB holds jurisdiction over most of the explored universe, which this treaty falls under. Laws are in place to help ensure that races comply with the regulations set forth within its clauses.

Historical Details

Background

When the Dalnassi first took to space flight, they had the whole universe to explore for themselves. It didn't take long for other civilizations to begin reaching the same technological level though. Some of these races were aggressive and wanted to control their territories and fight for unclaimed planets. However, most races were more peaceful, such as the Dalnassi.   Despite their almost Buddhist-like nature, the Dalnassi's technology was far more advanced and they were not opposed to going to war to protect Or'hinu and its creations. They would come to the aid of any new civilizations entering the age of intergalactic space travel, as well as primitive races, and protect them from those who would try to claim the territory for their own. Eventually, it was decided to come together to form Sel Xozek'irth Vokolst o Uywryx (later translated to English to mean the Intergalactic Federation of Sentient Beings, or IFSB). The IFSB was meant to bring unity to like-minded civilizations for the betterment of all.   As more and more technologically advanced beings began to populate the universe, a treaty was created by representatives of the three major races, the Dalnassi, G'norax, and Kelesi, to take to new races who achieved intergalactic travel. Unfortunately, upon first meeting a new race, many civilizations are fearful of discovering they are not alone in the universe, usually attacking out of fear before attempting to communicate. However, the Dalnassi will wait patiently and attempt to communicate the best they can when able, working with new races to learn their languages and vice versa so that the treaty (originally written in Dalna, the Dalnassi language) may be translated appropriately.

Public Reaction

Overall, the reaction of the three original civilizations to sign the treaty was ecstatic. They all shared a common interest in being able to communicate, trade, and otherwise mingle in relative peace and harmony. Future civilizations were also thrilled to find such a document in place, many of them all too happy to sign it and become members of the IFSB.

This document has lasted through eons and is highly regarded as one of the most vital diplomatic artifacts. Despite changes made to it throughout history, it set the precedent for a better universe for current and future civilizations.
