The Government of California

The Independent Republic of California's government is outwardly very similar to the Californian state government that preceded it, with each of three branches of government functioning as checks against the other two.

In practice, however, California is a one-party state, and every level of government is legislature is a rubber stamp for decisions made by the Leadership Committee of the Condor Flag Party , primarily serving to translate the will of the national leader into formalized policy. The judiciary is similarly toothless, with every ruling vetted and pre-approved by Party officials.

Structure

EXECUTIVE

Presidency

Formerly the governorship and the de facto highest governing authority. Though popularly elected, no candidate has credibly opposed Condor Alton Auburn since Californian independence. Duties include signing Assembly bills into law and directing the Assembly to draft needed laws.

Cabinet

Formerly the governor's cabinet. Writes official policy directives and plans, which are then sent to the Assembly for revision and consideration. Officially only responsible for generating policy statements, leaving the legislative details to the Assembly. Each member is the highest ranking official in their respective bureaucratic organization. Members are appointed by the President, confirmed by a vote of cabinet members and then additionally approved by a vote of the Assembly. Party membership is not formally a prerequisite, but it is always necessary in practice. Terms last four years. There are no term limits.

LEGISLATIVE

National Assembly

Formerly the state senate and assembly, now a unicameral body. Consists of 40 members, elected via geographic districts. The highest de jure authority, though functionally a rubber stamp for the Cabinet. Responsible for designing laws and acts to implement policy directives, with input from Party officials. In the event of a tie, the Speaker is the tie-breaking vote. The Assembly is further subdivided into a multitude of subcommittees for the consideration of finer policy points. It technically must approve actions of war. Members are popularly elected from a list of candidates audited by the Party. Party membership is not required, but non-members face difficulty in getting on the ballot. Terms last six years. There are no term limits.

JUDICIAL

Virtually identical to the pre-secession judicial system. Consists of Superior (regional), Appellate and Supreme courts. Court decisions are governed by the Judicial Council, which is chaired by the Chief Justice (themselves also a Supreme Court judge). Judges are elected once every ten years on a per-district basis.
