OPD

The primary police force on The Orion. They have a long-lasting non-aggression pact with the Brass Bloods, which helps them to keep peace on Ring 6: Plague Borough, where they are most heavily centered.

When The Agitators and Anya Keisler raided Blind Justice, they took control of the organization. It was then dismantled and replaced by The Raven's Eye.

Departments of the OPD

Patrol Unit 4

  Patrol Unit 4 is commonly embodied by officers who did not show any areas of expertise during basic training, or demoted officers responsible for training and keeping them in check. This unit is typically assigned less than preferable shifts in minimally active locations due to their relative lack of skill.

Street Brigade

  This brigade has shown promise in areas of intimidation and immediate action. They serve as the main patrol force on the streets of the Orion.

Shock Squad

  This squad is designated to provide support to other units in times of crisis.

Sniper Squad

  This squad is specially trained to act as a specialized sniper force.

Shield Breakers

  This is the OPD’s designated bike squad.

Inquisitions Unit


This unit includes the smallest number of officers. Notably, these officers are responsible for investigating cases brought to their attention by their superiors. These cases often include theft, robbery, assault, and occasional situations involving arson, kidnapping, and murder.
*Note: the cases brought to these officers should be HEAVILY MONITORED and reviewed by higher-ranking individuals within the Corporate Council before they are ever presented to OPD personnel. These officers are specially trained to handle these cases, and there are some cases that may be better left unsolved.* -Penance

Promotion Protocols

Officers can apply for promotion following the completion of certain exemplary tasks as designated by their given unit. Promotion applications will be evaluated by the hiring committee and a decision will be made within the year. If an officer has reached the top rank of their unit, they can petition to be transferred to a lower rank of another unit of interest, and the same procedure takes place.

Disciplinary Protocols


Disciplinary action can occur for a number of reasons, including but not limited to failure to obey commands from a superior, failure to comply with protocol, failure to attend morning and evening roll call, and failure to properly maintain one’s sleeping space and uniform. Three total warnings will be issued before dishonorable discharge is administered. The first warning is verbal, and will also be given in written form for documentation purposes.
The second warning comes in the form of 48 hours of resource deprivation. Resources to be decreased include food, water, sleep, and socialization. There are designated spaces within the Blind Justice Tower for this isolation to take place. Officers are still required to complete all duties as if they were not receiving disciplinary action.
The third warning is physical. The officer is to receive a beating for 20 minutes or until the officer is rendered unconscious. The individual administering this punishment may only use their hands and/or feet to deliver the discipline, and the beating must stop once the officer has been rendered unconscious or 20 minutes have elapsed.

Discharge Protocols


Retirement


When an officer reaches the age of 60, they are able to voluntarily retire. In order to do so they must first submit an application to the committee and undergo an investigation to ensure that they present little risk to the OPD from the outside. Once approved, they must swear an oath of secrecy in relation to OPD internal operations. When this oath is made, the retiree’s badge is surrendered to the committee and added to the file that was opened upon their application. They are then allowed to re-enter society, and officially become civilians.

Honorable


The OPD has yet to encounter a case of honorable discharge. To this point, all officers have either retired, been killed in the line of duty, died of external causes such as disease or starvation, or been dishonorably discharged.

Dishonorable


The procedure for dishonorable discharge is designed to make the dishonorable nature of the discharge staunchly clear to the former officer. Following a third warning, should a fourth event take place the former officer should be immediately detained and transported swiftly to an unoccupied interrogation chamber with immediate access to a city transport station. Once in this room the former officer should remain bound, and beating may begin once the door has been locked. Unlike the third warning, the individual administering this punishment may use their hands, feet, stun gun, or any blunt-force objects to carry out the beating. Blades and firearms are strictly prohibited in this process. This beating can (and should) persist past the point of unconsciousness, but cannot result in death.
Once this portion of the process is complete, the former officer should be loaded into a transport vehicle and transported into the city. The location in which they are deposited should be nondescript and greater than 15 miles from the Blind Justice Tower. There should be no witnesses to their depositing.
A dishonorably discharged officer’s badge is marked VOID immediately and added to the file that was opened upon their application. The former officer officially becomes a civilian and is blacklisted by the OPD.

Orion Police Department General Operations Protocol


Application

 
Any citizen of The Orion over the age of 16 can apply to join the OPD. Once an application is submitted, it will be reviewed by the hiring committee and recruiters will be dispatched actively seek out prospective candidates. These recruiters will conduct a covert investigation of the candidate’s surroundings, upbringing, temperament, contacts, and potential hindrances to success within the OPD. A file will be opened on the candidate within the OPD’s lockdown database to be accessed only by the hiring committee and other high-ranking members of the Orion Corporate Council. Based on this investigation communication will be sent directly to the applicant informing them of their acceptance or denial of entry into the OPD Basic Training Program.

Basic Training


Accepted applicants will be expected to attend the basic training period immediately following their acceptance into the program. If they do not attend the first day of basic training then they are immediately ejected from the program. Basic Training includes two years and a minimum of 700 hours of generalized training, during which time the weak will be removed from the program to ensure that those participating in the induction process are only those most prepared for duty in the OPD proper. The final examination for this program shall be determined and conducted by the administrating officer, and must be approved by the acting head of the OPD.
*Note: During this process, the severing of ties begins on a subliminal level, although it should NEVER be made known to the trainee. Official severance will occur following induction, but beginning the process during training has been shown to make the process less taxing* -Penance

Induction


The induction ceremony serves as both graduation from basic training and initiation of one’s entry into the OPD proper. This ceremony is attended by all basic training and active OPD officers, as well as high-ranking members of the Corporate Council and the Brass Bloods. Graduates are called individually to the podium and medallioned by their administrating officer, before swearing an oath to the acting head of the department. At this point, all prior connections to the inductee’s past – including all contacts and sources of identity – are severed, and their life in the OPD begins. Following the ceremony, new officers will be allocated to predetermined units based on their performance in training and issued a badge and uniform, then escorted to their new barracks.
*Note: It is not unusual for hazing to occur within the barracks on the first week or so of receiving new inductees. As this is a natural part of the culture of the OPD, it is imperative that we allow this to take place as long as it does not inhibit any of the officers from performing their duties.* -Penance
