Shii'var Ruffs

The Shii'var Ruffs are an orbital space station off of the planet Ooompac which is well known for its illegal activities, including but not limited to: gambling, prostitution, underground weapons/drug/material markets, and piracy.

Demographics

The Shii'var Ruffs are a breeding ground for the most disturbed and depraved in all of the galaxy. This small orbital station is completely unregulated by the Aaaalvic who technically own it, and allow it to fester as a sore in the galaxy as a visual threat akin to "this is what would happen without us". While the stable population remains quite small, many visit this station for business and pleasure.

Government

The official motto of Shii'var Ruff is "you only ask once", indicating its stance of anonymity. Someone who comes to ask questions is considered a bigger threat than any sort of weapon, and known journalists have been killed before even stepping out of their crafts.

The governing body is broken up into multiple gangs, always shifting in power so that choas ultimately reigns. It is rumoured that the Aaalvic send violent prisoners to the Shii'var Ruffs in order to mantain some control over "who" rules, but given their shifting identities this is difficult to determine.

Defences

The Ruffs only defences are against themselves, and while many delegates have threatened many times to destroy it such an action would be in direct violation of the law and would likely lead to war. As such, the hatred of most citizens towards the station allows many electorates to campaign on promises of its destruction all-the-while knowing that they can put on a good fight but still lose.

Industry & Trade

The sale of illegal materials is rampant and open on Shii'var Ruff, with food stalls sitting adjacent to weapon depots or concentrated drug concoctions. Assassins and mercenaries sell themselves at most Jalla Room.

Infrastructure

The actual settlement is, as expected, much degraded as repairs are only made when absolutely necessary. However, if major systems breakdown groups are known to collaborate until the problem is fixed. This is relatively common, and actually serves as one of the largest brokers of peace between rival gangs.
