The Delirium Serum is a completely legal, high profile, government sanctioned and controlled drug. Several side effects of this drug make it an item of high demand. In order to meet production levels, The Covenant is assisting the producers of the drug with a steady stock of raw materials.
"Patients" are taken prisoner and then subjected to extreme levels of horrifying stimuli and have the drug extracted from their bodies at the peak moment of perfection. They have to be alive during this process or it will produce nothing usable.
The methods involved are horrifying beyond all imagining.
