The Confederate Colonization Program brain-wipes and brain-washes criminals and uses them to establish new colonies. The severity of the crime committed to be enlisted in the program depends on how many criminals are in the state (i.e. more criminals means worse crimes and vice versa).
Assets
The CCP uses 17 small ships to transport their colonists to their destinations. They shoot their colonists to the surface in Confederate Pods.
History
Used in the original colonization years to simply relocate criminals, The Confederacy sees opportunity to build infrastructure on dangerous planets by using criminals as initial colonists. While most of these colonies are abandoned, some of them are taken over once they reach full potential.
