The Athene Steele
Overview
The Athene Steele presented in person to the four heads of the second generation of Dwarves gives minimal direction to the Dwarves, but with her personal presentation of the steele, it makes it a key artifact in Dwarven development.Divine Intervention
It is theorised that this action by Athena was her contribution to the Succor of Hephaestus. In bringing the Dwarves this communication, it pushed their evolution towards the service of Hephaestus.In providing these guidelines, Athena gave enough structure to the most chaotic of dwarven clans to push them towards a more lawful society.
Athena as Goddess of Craftsmen, including all metal crafting - places into action a drive to forge and shape metal.
Purpose
To promote the development of the Dwarven Kingdom from Chaos to a unified society.

Historical Details
Background
The Steele was manifested in rock formations to the four first dwarves of the second generation of Dwarves as they met for the first time in their cave network below the Northern Ramparts. The Goddess manifest a single stone with four Dethek (Dwarven Script) words written in Atlantean Common.
Legacy
The four words have acted as the primary guide for the actions of the Four Clans and their descendants. As the document is only four words in length - they have kept the four clans separate in form - not allowing the clans to merge or diverge into other numbers.
The Four Clans have each taken a leading role in each of the four objectives stated in the text. They each have a different level of importance to the four clans - this ensures that the four clans cover all permutations of the four terms to ensure that the Goddess's four principles are adhered to in all their possible variations.
The fact that the text was in Dethek was interpreted as the obvious side of their operations must be Dwarven, but the meaning of the text was Atlantean Common - this required the Four to consult with Prince Autokthon himself as to the meaning, and led to their integration into the Dwarven Kingdom. In addition, as the text had been presented in Atlantean Common - the text was seen as a sign to ensure that the Dwarves maintained a strong connection with Atlantis.
