Bilius
Bilius is an elderly male halfling who works in the Windward Serpent. He runs the Serpent's Slither games, the snake races that occur every half hour aboard the Serpent. He has a small, neatly-trimmed beard and is a fancy dresser, wearing a tophat and suit.
