Heart of the Alliance

Haven is the current capital of The Northern Alliance and the faction's administrative and scientific centre. It is the largest settlement in terms of size and population in the north, and is also renowned for being the first community to be built mostly in the trees. Initially settled by an independent expedition from the Commonwealth Front of Arcadian Science on 6th April 2491, Haven quickly became the main hub for expeditionary forays into the Anapteros Forest, and continues to this day to play an important role in the study of the forested biome and, perhaps most especially, its vast river network. The settlement itself is divided in two by the Dioden River, which is used as a means of transport between most of the other Alliance settlements and outposts. Haven is also the seat of the Chief Scientist - the leader of The Northern Alliance - and their Advisory Council.

Demographics

In terms of species demographics, Haven has a marginally larger human population, with Vasgarth making up approximately 42% of the citizenry. Despite this, the settlement has one of the largest Vasgarth populations on the planet, with other settlements averaging out at around 27-30%. Generally outnumbered by their human counterparts due to the species being not as well represented among the first expedition crews, Vasgarth have nevertheless thrived post-Collapse due to a higher birth rate and general hardiness. Like most Alliance settlements, Haven is predominantly made up of Eco-Isolationists - people who want to stay on Arcadia uninterrupted by the galaxy at large, and who believe in protecting the planet's delicate ecosystem at all costs. Some of the citizenry have emigrated from other factions, such as the CFAS or AEU, to be closer to the Anapteros Forest for study purposes; most of these do not follow Eco-Isolationism's tenets but live among the culture anyway, integrating into the settlement's customs and laws. A large majority of Haven's demographic are employed in a scientific field (around 56% at the last count), with the rest being divided into public service, agricultural, administration, engineering, and security professions.

Government

The Seat of Government
Haven is the seat of the Chief Scientist who leads The Northern Alliance, with the government meetings being held in the treetop building known as The Rotunda. Chief Scientists are democratically elected from a pool of suitable peers by every citizen over the age of 18 (16 for Vasgarth). Candidates for the role must put themselves forward for consideration in elections, with most who come to power being a well-respected member of the community with fine academic and scholarly standing, as well as a passion for The Northern Alliance's environmental policies. An elected Chief Scientist can expect to serve a tenure of five years before another election, when they can run again if they wish. One of the key responsibilities whilst in office includes overseeing the administrative functions of the faction; this could mean anything from greenlighting new projects or expeditions, dealing with neighbouring factions, listening to the issues of the Alliance's citizens and trying to solve them, or planning the agenda for the faction's research divisions. Personal scientific research or projects very much take a backseat to the day-to-day running of the Alliance, making the position one only taken by those truly willing to shoulder the responsibility of leadership.

The Advisory Council
The Advisory Council is led by the heads or vice-heads of the Alliance's various divisions, whether they be scientific, engineering, or public service related. These people form a team of advisors who help the Chief Scientist make sound decisions regarding their respective departments and the everyday running of the faction. The Chief Scientist is responsible for selecting the leadership of divisions if, for whatever reason, a change is required, giving them some measure of control over who their Advisory Council members will be. Whereas most members of the Advisory Council reside within Haven itself, some live in other settlements across the Alliance's territory, joining meetings via HPCS (High Particle Communications System) calls.
