Treaty of the Beaches
Driven by the desire for true power, it is a nation in which culture is weak and military is all that matters. It chooses to defend its vast coastline with heavy naval power. It’s leaders are often comparable to dictators. It currently has no extremely favorable political allies. The civilians within the country are 93% fishers. With the remaining being various trades and arts. It always has viewed the sea as a source of life and justice. They see land as shackles to humanity, hoping for the day when humans can fully live in the water.

Culture
Everyone sees the ocean as a source of freedom. Any land lovers are quickly dismissed as nothing but peasants. Only a true love for the ocean is enough to satisfy the people. Everyone loves art depicting the beauty of the ocean. Runes are especially helpful in this regard. Most civilians view runes as sacred.
Public Agenda
The Treaty uses its massive naval power as a catapult for its exploration of the vast ocean. Most island discoveries can be credited to an Ocearian. If not directly the discoverer, it was the naval technology that helped the discovery.
Demography and Population
The most population is neighboring the ocean or in some way connected to it. A large portion of the population are fishermen.
Military
The military of the Treaty is soley Naval. They have no need for Armies because all towns can be defended by long range bombardments. WIP
Technological Level
The Treaty is focused on the navy and heavy exploration. Regular public ocean journeys are funded to help chart the massive ocean. Almost all naval achievements can be traced back to the Treaty of the Beaches.
Religion
The ocean is the source of all life. It is destiny for Humanity to move to the seas and the Treaty is preparing for it.
Education
The average citizen has a basic understanding of all subjects, but do not generally practice them. Upper-class citizens have access to large information banks which can be used to their advantage.
