Enchanted items with the ability to scry are held mostly by the wealthy. Mages with the ability to permanently render objects with the scry enchantment are few and far between, and while some have lent their magical efforts towards the creation and distribution of enchanted items, they're worth more gilt than most common folk would earn in a year. The vast majority of scry mirrors are held by the mages of the Enthar Empire, although there are a scattering amongst the gentry of the Unition of Almusia, and the Shiften of Tinobi hold little interest in the technology, although possess a number at The Library.Complexity
Permanent enchantments are complicated in and of itself, pairing such with the ability to penetrate the aether over long distances increases the difficulty ten-fold.Manufacturing
The arithmantic runes that make up the binding for scrying need to be inscribed onto a reflective surface, as the reflection duplicates the runes over and over again and strengthens the bond in the aether for permanency. While there are some rare hand-held scry mirrors, being able to simply the equations enough to fit on such a small surface is only possible by the most talented of mages. As such, most scry mirrors are three square feet or more, although the quality of the communication itself is limited. A mirror 100 feet long may take the magic, but it is unlikely that anything more than a person's height would be visible. With current designs and construction, any scry mirror designed for both visual and auditory communication blurs beyond a few feet tall or wide, if the equation is written well.Scry mirrors in canon

Ana and Valiana: A twin pair of hand-mirrors, one of the few known in existence, gifted to the Princess of the Unition of Almusia. Appears in Book 3, The Rake's Princess.
Lord Gorsky: Lord of The Unition of Almusia. Appears in Book 1, The Seer's Son.
