Council of Papilio

The council of papilio is an ancient government, one of the oldest and earliest to fall. Back in the days it was as powerful as the Sky and the Sea but their war proved too unexpected and the push from both sides made the council break and force their people to leave. They were overtaken by the first Idem King who thought of them too weak and inadequate to lead their people.
