Neverwinter has a few odd locations.The Shard of Night
The Shard of Night is a tower that came out of the Feywild decades ago, and has hovered over the Tower District ever since. Those who stand under it during the daytime do not cast a shadow. A group of adventurers consecrated it to Selune, elven goddess of the moon, a few years ago. Most people assume that if the tower was going to cause any trouble, Selune would give the locals a heads-up.The Chasm
The Chasm opened about forty years ago, and pours out things-that-should-not-be from another realm of existence. The head of the Chasm Expeditionary Force, a tiefling woman named Kallista Wit, has spent the past ten years organizing efforts to control that which comes out of the Chasm. The sealing of the Chasm has made her job substantially easier.Government
The city is run by the mayor, Serena Gaunt (a dwarf woman). The commander-general of the Guard (Antigone), however, reports to the Lord Protector.
Dagult Neverember is currently the Lord Protector of Neverwinter, and is therefore in charge of protecting the city from the Chasm.
Defences
Neverwinter is protected by the Neverwinter Guard, Mintarn mercenaries who serve as both a police force and a military force.
History
Neverwinter has been populated for over a millenium - although inhabitants of the farming village there in 331 would likely not recognize any of the buildings standing now.
In 1451 DR (forty years ago), a great chasm suddenly opened in the southeast quarter of Neverwinter. The Chasm itself released energies that changed those who spent too long around it, and aberrant creatures from other planes crawled out of it, laying waste to the city. Many locals fled to Waterdeep, Luskan, or the surrounding farm villages. Those who stayed built a wall, fifty feet high and ten feet wide, around the ruined portion of the city, and posted large amounts of guards on the wall to fight whatever creatures came out of the Chasm.
It was shortly after the creation of the wall that the position of Lord Protector was created - an official whose job it would be to coordinate civilian and military efforts to maintain the wall and prevent aberrations from coming through.
In late 1489, the Lord Protector arranged a group of the finest wizards in Neverwinter to design a magical seal around the Chasm. He personally led the sealing expedition to the Chasm itself in early 1490, and most wizards will concede that at least half the Chasm-Seal is his work.
The Chasm-Seal is imperfect, and both creatures and passages occasionally leak through. Constant maintenance is required to keep it in place, because it's being attacked by something (or several somethings) from the other side.
