The Free and Imperial City of Livbeck is a port city and major trading center of the Ottin Empire. Ships from various foreign lands can be found at Livbeck's docks as they unload their cargo.

Structure

The city council serves as the legislature with each of the merchant guilds getting 3 representatives on the council. These representatives are elected by the members of their respective guilds and serve for life.   The council elects up to 5 burgomasters at a time to serve as collective head of government, which hold office as long as they (individually) hold the council's confidence. The longest serving burgomaster is known as the First Burgomaster.

History

Due to its position at the River Iva, the Free and Imperial City of Livbeck has been a settlement site since mortals have moved into the area, in order to take advantage of trade. After the unification of several Ottin tribes into the Ottin Empire, which held the majority (and then entirety) of the River Iva's length, trade along the River Iva increased, thus increasing Livbeck's population and economy.   Several centuries after the Ottin Empire had incorporated the area around the mouth of the River Iva, the then-reigning Emperor granted Livbeck a charter that gave it self-rule and imperial immediacy. This removed Livbeck the political and legal control of the Duchy of Auestein. This has led to several conflicts and skirmishing not only between Livbeck and Auestein, but between Auestein and the Duchy of Sotsland (which had allied itself with Livbeck to block its reacquisition by Auestein).

The military of Livbeck is centered on militia units, which are usually sponsored and organized by both the merchant and craft guilds.
