The leading Government for the Shifter's that governs over all the Shifters. Similar to a National level of government. Used as a term to refer to the general Shifting government organizations.

History

The current system of government evolved over time from the smaller and separate systems of government that Shifters used to use. Those still exist, but they answer to this government.
