Aizoto

Aizoto is the capital of the water-bound Onaga. It consists of a tall central obelisk that starts at the bottom of the sea floor to just above the water, and four smaller obelisks on either side. The city is flowing with magical energy, used to light up the darkest depths of the waters. The central obelisk is a hub for all Onaga including markets, housing, and more, while each of the other obelisks belongs to one of the four Houses that are constantly fighting for political power and influence.
Those who belong to one of the Houses are caught up in this dance whether they like it or not, while those with no affiliation may serve the Houses, but will never become a true part of one. Heads of the Houses are called Seers, and they have the final say in what each House does and doesn't do. Dissatisfaction with this system is a large part of what lead to the split of the Onaga.

Government

The Four Houses make decisions of their own on what to do. Typically their goals are self-interested.
