The Mora City State

Mora is a city state that is set just off the Western coast of the Lands of Elsvyyn. It predominantly high elven but many races live on the island. Ruled by a single Meritocrat, the city of mora is made up of mostly massive mansions and huge campuses home to the most intelligent and powerful mages in the world. Mora has cut themselves off from the rest of the world, completely self sufficient they see no need to work with the rest of the world, although they do send out a few young mages to gather information about what is going on around the world.
The island itself is set on top of a massive complex of underground dungeons and ancient ruins. Researching these ruins and harnessing the magic knowledge left within them is what has allowed Mora's people to grow so powerful. The island above is comprised of large mountains that drop down to sandy beaches with semi tropical trees filling the space in between.
Mora used to be a apart of the Lands of Elsvyyn and was under their rule. But after the attack of the four elemental cults, when thousands of Mora's wizards died to protect the world thousands of miles from their island, their leader decided it wasn't their job to protect the world and broke Mora off from Elsvyyn. The council in Elsvyyn argued over the separation but were in no place to refuse as much of their own country wzs in ruin.
