Rokhian Empire
The vast empire to the south of the midlands, stretching from the southernmost edge of the midlands to the Glass Sea. Known for its incredible technology, enlightened science, and disciplined, regimented culture, the Rokhians have dominated the southern half of the continent for over a millennium.
Structure
Empire with castes. A conclave tends to the care and well-being of Shiar-het-kotep, the phoenix that Rokhia considers its holy purpose to guard and preserve. While on paper the phoenix is the emperor and leader, it is an honorary title because phoenixes are not sapient and therefore cannot lead. The conclave is the group of power whose sole goal is perpetuity of the empire (and thereby the world) by tending to Shiar-het-kotep. Only the most superstitious Rokhians believe that Shiar-het-kotep actually communicates her will to the conclave.
Moving between castes, either up or down, is very difficult and must be approved and ordained by a priest or priestess.
Public Agenda
Perpetuity. While the empire has little interest in aggressive expansion or conquest, they are very, very good at it. Their sole goal is self-sufficiency and permanence for their empire, so that they may keep the phoenix alive and well to prevent the end of the world.
