Magical Energies

All species whether Intellectually aware or not, even the planets, stars, plants, and all things in the universe, as well as other planes of the realm have magical energies within them. Those who wish to utilize it however must focus the energy within themselves, which is done through meditation at first, but will later come naturally as breathing, most of the animals & other creatures can access it more easily and have innate abilities that most of the Humanoid & the other very intelligent species do not have.   Most are capable of accessing it for their own use, whichever & however it may be, but some cannot no matter how hard they try can utilize it.  
Access
  For humanoids & other intellectual species, meditation is required for at least a few weeks to a month, then they'll be able to manifest it from within themselves to outside themselves, like gathering saliva & ejecting it.   Over time, with continued use, practice, and focus, one can increase the magical energy stored within themselves. It does not ever deplete, but too much usage can be highly exhausting.  
Spell Levels & Magical Increase
  As Casters & other magic users become stronger (Leveling up), their inner magical energy capacity will also increase, allowing them to utilize more powerful magical abilities.   In a Level up sense, every mage, wizard, and other classes capable of using magic will gain access to higher spell levels. For most, it's 2 levels per 1 Spell Level (from Lv. 1) - example, You are level 18, you have access to Spell Levels 1 to 9. The Maximum Spell Level that most humanoids can achieve is 12th. But if you are a member of an advanced species like the Zinsalu, Dragons, Vaejon, Daetrossi, or you have a special class that can only be discovered, then the maximum is 13th.  
Spell Usage & Grades
  As everyone has to first learn how to do something, and then with enough training, a person can master that feat or skill. Magical Spells work the same way. In D&D for instance, any spell caster upon learning a spell will be able to use that spell just as well as someone who has known that spell for decades, and neither are better at it's use, except when considering spell level difference. Spell Level difference will still affect all casters that same way, however, one will not immediately be a master of the spell upon first learning it. All casters will have to use that spell a lot to get better with it, just like a Squire has to learn how to be as good as their teacher.   Every spell has a grade upon learning it, they all start at Basic which represent the person's current understanding of it. Over time with enough usage, they will become a Novice with that spell. For clarification - You have 5 spells, all start at basic. Using 1 spell will only affect that spell in terms of grades, if you want to increase the grade of the others, then you will have to increase usage with the other 4. Grades do not affect Spell Levels, just the spells in those Levels. It goes: Basic, Novice, Adept, Advanced, Journeyman, Master, and then Grand Master.   The Grades affect % of success, Spell Level 1 spells start off with a 50% chance of success, Basic is the base percentage, and each grade after gives a 10% increase. But if the spell has already reached 100% but isn't Grand Master yet, then later grades til the final will affect certain stats of the spell by roll of the die, adjusted by how many stats it has - like say it has duration, radius, casting time, and damage, then roll 1D4, then one of the stats will receive an improvement (example - less casting time, more duration, higher damage, or larger radius).   In terms of starting % chance per Spell Level - 1 starts with 50%, 2 starts with 45%, 3 starts with 40%, etc. The higher the spell level of the spell, the harder it is to cast successfully. However, 13th has varying percentages rather than all spells receiving shared starting percentage - example, one spell could start off with 20% while another could start off with 0%, it depends on the spell rather than the spell level as 13th is considered "Special".
