The Giff Encounter

After several kidnappings across all the Guilds were uncaught for almost a year, the Azorius Senate chose to take independent action. Stating that due to the lack of communication between all the Guilds, because of their partisanship, and due to the fact that neither the Boros Legion or the Arresters had been aware of the situation until it was almost too late, the Azorius Senate was forced to bring in a neutral third party. Contacting these individuals, without consent from any of the other nine Guilds, the Azorius Senate sealed a contract with them and had them arrive shortly after the kidnappings were resolved. Stating that they would serve best under the Azorius Senates law enforcers, this "neutral party" was placed within the ranks of the Arresters.
Despite protests from the other Guilds, the new race, known as the Giffs, began patrolling the streets of Ravnica. As large as a Loxodon, the Giff possessed thick hide like skin, and a military style of clothing. They also had in their possession odd weaponry, and had ships that were able to travel through space. None of the other Guilds were permitted to interview them, so the only information that was available was what the Azorius Senate chose to speak of. Which was not much. The Azorius Senate said that they were a third party that they had been able to contact, and due to their military training, made a contract with them to provide additional security for the citizens of Ravnica. While the citizens seemed to have more peace of mind at the additional forces on the streets, the Guilds became worried that the Azorius Senate were bringing in additional armed individuals and adding them to their numbers.
Fear began to spread in the Guilds, the belief that this was the first step in a takeover attempt. That under the cover of assisting Ravnica, the Azorius Senate would begin preparing themselves for war with the other Guilds. This concern was only strengthened when the presence of the Giff was most strongly felt in areas that had a heavy Boros Legion presence, and when the Giff refused to help with any situation that did not fall under the territory of the Arresters. It was believed that if they were truly their to help all Guilds, then they would have acted regardless of who needed that help. And while no other actions have been taken by the Senate, they are being closely watched by the other Guilds, as everyone prepares themselves for a looming war.

Various members of the different Guilds were kidnapped by a Blood Witch, which had gone unnoticed for almost a year.

Outcome

The Azorius Senate became untrustworthy, and more of the Guilds began to take independent action.
