TAW Directive 04

"All spacefaring vessels must be manufactured on Earth, in Earth's orbit, or on Luna or in its orbit. Orbits of up to 0.2 AU from core are permitted."
This was an early attempt to limit the power of Mars, centralise industry to allow taxation, and prevent the manufacture of illegal armed vessels. Shipyard taxation is a hotly contested issue between the Magistri representing corporate interests, and the Populi. This taxation is an important revenue stream for the TAW.
