The Consulate
Overview
The Consulate acts as the government's bureaucracy. Charged with legislation, tax collection, infrastructure maintenance, market restrictions, etc. The Consulate's laws can be vetoed by either the High Lunarch or the Grand Marshal, though that rarely occurs. Often, a Consul vote is what decides government disputes between the two city leaders.Head Quarters

Organizational Structure
- Consul - An elected, appointed, chosen leader of a city district
- Bureaucrats - Those that work in the Consulate offices and are responsible for gov. organization
- Bureaucrats - Those that work in the Consulate offices and are responsible for gov. organization
Joining the Consulate
There are only 9 consul seats and to become a Consul one must be well connected within one's district and earn the seat in however that district appoints their Consul. To get a bureaucratic job in Consulate offices, one must be competent and generally of higher status.
