Hemokinesis
1 liter of blood is equal to 4 blood points and weighs 0.65 kg. Moving 1 liter of blood 1 meter costs 1 blood point, and requires a mana roll of 2+. Controlled clotting requires a mana roll of 3+, and crystallization requires a mana roll of 5+.
Hemokinesis is a subclass of Telekinesis that moves one's blood instead of external objects. It is a natural ability of many Tremere and is more efficient than typical telekinesis, although the blood loss can cause health issues. Manipulation of one's own blood is quite easy, but manipulating the blood of others is substantially harder.
Side/Secondary Effects
Moving blood quickly can be used to cause damage, similar to high-pressure water. Skilled hemokinetics can control the clotting of their blood, or even clot the blood under high pressure to crystalize it.
Source
Blood is a part of one's body, and a select few individuals can move it as they can any other part of their body.
Gestures & Ritual
Hemokinesis takes place entirely in the mind, although it's not uncommon for hemokinetics to use gestures to help reinforce their intent. Recently, T'ai chi ch'uan has become popular with hemokinetics.

Applied Restriction
The greatest restriction a hemokinetic experiences is the amount of blood they have. The human body contains about 5 liters of blood, although vampires are capable of holding much more. One can lose only up to 14% of their blood before they start experiencing negative side effects. These start with dizziness and nausea, and possibly anxiety. At around 30-40% blood loss, the hemokinetic will pass out.
