High Executioner

The High Executioner is the second-most powerful official in the Human race, below only the Monarch. Everyone respects and fears the High Executioner and their authority, and their mere presence is enough to give people chills. Hardened veterans shake in their boots upon the approach of the High Executioner, and typically a sighting of the High Executioner in their official cloak is an omen of bad luck. They will stop at nothing to bring those that misuse their magical abilities to justice, and their methods are absolute. Everyone dreads a visit from the High Executioner. So be careful, and use your magic responsibly, or you may find him at your doorstep.

Qualifications

To qualify for being High Executioner, there are two qualities that you must prove to the Monarch and/or the previous High Executioner: Personal responsibility and magical durability. The Monarch must trust you enough to not abuse the power of Unmaker Magic to imbue you with it, and you must also prove that you are capable of physically withstanding having Unmaker Magic within you. These requirements can be fulfilled in any number of ways, but they must be met in order to become High Executioner.

There are no special requirements for becoming High Executioner aside from the ones listed under "Qualifications".

Appointment

To achieve the title of High Executioner, you must prove to the Monarch and the previous High Executioner (provided they are still alive) that you are not only capable of physically containing Unmaker Magic in your body, but you will use it wisely as well. When the decision is made to appoint someone as High Executioner, the previous High Executioner (if they are alive) will transfer the Unmaker Magic from their body into the body of the new High Executioner. If they survive, they are henceforth the High Executioner.

Duties

The duties of the High Executioner are to ensure that laws are maintained and upheld by dolling out a fate worse than death to mages that misuse their magic.

Responsibilities

The responsibilities of the High Executioner include bringing in suspected dangerous criminals and carrying out the punishment of nullifying their magic.

Benefits

The High Executioner is not required to pay for anything that they desire. Compensation for the goods they acquire is paid by the Monarch. They also have full immunity against repercussions, legal or otherwise, that come about from their official duties. Low crimes committed outside of their duties, or high crimes committed by the High Executioner are non-exempt from punishment. Finally, the High Executioner is allowed to live with the Monarch in the castle, or they may choose a plot of land to their liking and build a house there (for no charge, of course).

Accoutrements & Equipment

The title of High Executioner is signified through a long black cloak that is adorned with silver flame-like embroidery along the cuffs of the sleeves and edges. On the back is embroidered a large runic symbol that represents Unmaker Magic in silver. This cloak is made of silk and generally enchanted with several different magical effects. Typically it is resistant to tearing, and burning, as well as magical and non-magical weapons. It is also often enchanted with an Aura of Cold spell that extends for 3 meters.

Grounds for Removal/Dismissal

Dismissal from the title of High Executioner, if not by voluntary retirement, must follow a strict process that can be initiated from a few specific circumstances. These circumstances include: committing high crimes, committing low crimes while off-duty and performing executions on people who weren't sentenced to it. All of these circumstances initiate a trial process, where the High Executioner is tried by the Monarch and their Royal Justices. During this trial, an Oracle is consulted to divine whether or not the High Executioner is guilty. If found guilty, the High Executioner has all Unmaker Magic removed from their body, and is sentenced according to the crime committed.

History

The establishment of the High Executioner title was an important historical event because it signified the crackdown on magical misconduct by the Human race. It also signified the official reconciliation between the Human race and Vetris Altrix.

Cultural Significance

To the Humans, the High Executioner is a symbol of power and zero tolerance for the misuse of magic. Magical misconduct has dropped significantly since the title's creation, and people are fearful to even be around others rumored to be misusing magic. To most of the other races, save for Cragmeri, the existence of the High Executioner is a disgrace on the Human race due to the simple fact that the only way to create the High Executioner in the first place was to work with Vetris Altrix, a person who is widely thought to be a monster and a tyrant. The Cragmeri, on the other hand, revere the title of High Executioner as a symbol of peace and reconciliation due to Vetris' important cultural significance to the Cragmeri.
