Cipher

If history is forgotten, what is stopping it from happening again?
Cipher was the most powerful villainous team Orre had ever seen. All the major cities were under its control, the population helpless against their might. By sealing the hearts of innocent pokemon, Cipher created Shadow Pokemon, an emotionless, violent false 'type' that would attack other pokemon, and their trainers. It was only the combined strength of two young teens who defeated Cipher the first time, and the second time by an even younger trainer.
Since then, Cipher's old bases lay abandoned. Orre no longer fears Shadow Pokemon. Even the chaos of the modern day is a welcome relief from Cipher's reign. Cipher is gone, but not forgotten... But is the searing memory enough to keep history from repeating?

Structure

Cipher's upper hierarchy is noted by local historians as "a giant mess". No less than three people have proclaimed themselves leader, only to be revealed to not be the true leader. The Chief Executive, Nascor, the Cipher Head, Evice, and Grand Master, Greevil, are now in police custody; Nascor and Evice were captured following the first fall of Cipher, and Greevil turned himself in, along with his son Eldes. All three are undergoing rehabilitation to allow them to undo the damage they caused, and to resume normal lives outside of prison.
Administrators were under the direct command of... well, all of the various Cipher leaders. During the first years of Cipher, three Administrators assumed direct control over the biggest cities in Orre, before being defeated by the Mysterious Snagger. During Cipher's attempted return, they attacked Phenac City to instate one of their own as governor over all of Orre, and captured pokemon from the landlocked SS Libra, to make an army of incurable Shadow Pokemon. With Cipher's final defeat, the Admins became professional Trainers at Orre Colosseum.
