Light green skin, flaunting long, spiky blond hair.
Facial Features
It's weird describing an eels' face. Big mouth, big eyes, and nostrils. No eyebrows.
Identifying Characteristics
He sports many scars, most from refusing to budge from a fight he can't win. Almost all are under his Hawaiian shirt, just out of view.

Dominant Right hand, cracks knuckles when bored.

Observation Haki, Fishman Karate, User of the Sui Sui no Mi (Swim-Swim Fruit).
Apparel & Accessories
Hawaiian shirt unbuttoned, wearing a vintage, "Momma Chumm's Bait Shop," shirt under his captain's coat. Shorts vary from slacks to cut shorts. No particular favor in color.
Specialized Equipment
He often doesn't carry much outside of the occasional Den-Den Mushi that Coco provides him. He keeps full Marine garb on while working.

Personal history
Dying of hunger in the streets after the loss of his parents, Chumm found himself as a terrible pickpocket, resorting to brute force to get by. One day, he tried to steal money from the Fleet Admiral during a fated encounter. After being easily caught, he was asked "Is this your justice? If not, why follow it?" He quickly enlisted afterwards, determined to live by his own sense of justice.

Chum is a straight fishman. But only finds fishwomen attractive
Education
Chum has combat training from his dad, who died when the Yonko, Costello Gaiser, blitzkrieged the island, bought out everyone's businesses, and killed all who resisted. He received Haki training in the marines.
Employment
Worked at his mother's store, "Momma Chumm's Bait Shop."
Accomplishments & Achievements
Successfully worked his way up the chain of command, taking the title of Captain after leading 120+ marines and civilians out from two pirate crews feuding in their town.
Failures & Embarrassments
Too many to count. The failed taking back of his town early in his career, the failure of capturing pirates due to protecting his crew, the time he almost lost his life from a crew mate who was actually a pirate cutting him down.
Mental Trauma
Captain Chum is overtly protective of his crew, and he will throw himself in harms way to ensure their safety. He will fly into a Fishman Rage if any crew mates die (or thinks they die) in front of him.
Morality & Philosophy
Chumm believes that all life is precious, and no one deserves death. He admits that drastic measures must be taken every so often, but it leaves a bitter taste in his mouth. HIS WORD IS LAW, AND IS JUSTICE
