Council of Elders
"So, what exactly is the Council?"The Council of Elders helps mediate the various magic groups. There are seven main members, each from an Elemental affinity plus one "at large" independently elected member. There are also lesser members that work for the main members. All Council members serve for life or until they step down.
"A group of our elected elders that try to give us guidelines to live by," I said and headed back toward the house. "They meet every ten years and listen to our requests. From that they try to enact a Code of Conduct, if you will."
"A Code of Conduct?" he laughed, then narrowed his eyes at me. "Does that include not stabbing houseguests to steal their blood for potions?"

Structure
High Elder: the top leader of the Elders; usually the most respected and strongest member of them. This role is a ceremonial position, as all Elders opinions are to weigh equally. The High Elder is the one that usually opens the hearings/proceedings and opens the Welcoming Feast.
Elder: Any of the seven elected members of the Council; their job is to come to an agreement about how various magic practices and procedures should be handled. They are to seek a resolution that will be fair to everyone and mediate any disputes.
Councilor: minor members of the Council that represent the various parties, ethnic groups, and sentient species who seek assistance and judgement from the Council. They are charged with bringing disputes to the Elders and laying out the case of the affected parties. Their role can be viewed as 'lawyers' but they hold more power to judge minor disputes and mediate without Elders involvement. They still must report to the Elders any judgements they make.

The Elders are both respected and feared. They are the top magic users for their affinity or species and hold immense sway over the magic community. As such they are not free from corruption or trying to push various agendas.
Their core belief is that Magic should be protected and available to all who seek it. It was this in mind that the first Elders sought to create a place that different cultures and species could come together to work for a common goal. As the different cultures all practice various magics, a system was put into place to categorize the magic's element and sort magic-users by this element. This helped with finding appropriate teachers and mentors for students.
Once every ten years, all Treaty-signers come together for a Gathering. During the Gathering communities can exchange ideas, resolve grievances, and new magic-users can find mentorships. Communities interested in joining the Treaty are also heard at this time. It's also an excuse to enjoy a weeks-long party.

History
The Council of Elders was founded through the Treaty of Haryk in 600 AD as a response to increase pressure from wars and the destruction of various Pagan sites/groups. The High-Born Elf, Haryk, composed the Treaty to protect a prominent portal to the Veil and to stabilize the surrounding area to ensure continued access to the portal. The Council's first tasks were to teach magic and provide a framework for humans and other magical species to work together. Over the years as more magical species and cultures signed the Treaty the Council also took on the tasks of mediating disputes and protecting magical beings.
