When magic up-swells and burst forth, some born during this time take in great amounts of magic and become addicted. With this addiction come some benefits. These individuals bleed massive amounts of radiant magic constantly. They gain access to a cantrip at will. these individuals are known as Amps, Flares, or Pulsers.

Causes
When a young child is exposed to massive amounts of magic is a swell, they sometimes are heavily suffused with said magic.
Symptoms
These individuals bleed massive amounts of radiant magic constantly. When prevented from using magic for long periods of time they feel sensations similar to cramps, become irritable, and suffer from dizziness. When casting spells, the caster adds twice his caster stat to the result. Magic also has an amplified affect on them and thus any spell that has a saving throw, they apply half their normal stat bonus.
Treatment
Regular use of magic prevents the negative effects.
Prevention
Warding areas with birthing mothers against the surges and areas where young children could be exposed are the only ways to prevent it.
History
In the early days of the colonization it was a rather common affliction, but as the reason behind it became common knowledge measures have been taken to prevent it by and large. Rates at the highest point were as high as one in fifteen thousand. Currently it is around one in two hundred and fifty thousand.
