Ottmar Wigand Folcard

Ottmar represented the Order of the Scribes at the Crystal Spire Academy, as well as magical law enforcement, its history, applications and implementations and helped oversee the process of giving out magical licenses in Zakhiir. He was a pompous man with a flair for the dramatic, and a strict sense of discipline and restraint which, in his mind, mostly applied to anyone else but himself. Ottmar was clearly proud of his Phelorian background. 
When the party returned from the City of the Dead, he appeared among the crowd of onlookers, and scolded Jezriel and Jamilah for causing a scene and a lot of fuss. He believed that they were up to no good, and swore to find out what it was.
