The Coalition of the Pikunas

The Pikunas are the arrangement of cities in the Metacerian Valley who were once under the control of the Fallen Kingdom of Tel-Harok.   After the Fall of Tel-Harok, The Pikunas were attacked by both Yeltorn and (unofficially) the Kingdom of Adiril. The cities of Diest Posis and Carassi were specifically targeted. Diest Posis was captured by the Adiril-Yeltorn alliance early into the war, and due to the pleading of Carassi and Marbedom, The Elves from the Elvish Wood entered the war on the side of the Pikunas. Adiril and Yeltorn were beaten back and out of the Valley. This event has led to extreme tensions between the Pikunas and the Yeltorni and Adirilian people.   The Cities in the Coalition are all individually run, with each having its own form of government and each having its own military. For example, Diest Posis is a direct democracy, while Carassi is a military state. Due to the nature of this form of government, most of the city-states have their own distinct culture, although they all have elements of Tel-Harok as part of them.   Every seven years, however, all of the City-States in the Coalition send an Emissary to the Choosing - a ceremony where these emissaries choose the next Viceroy of the Pikunas.

Structure

The Coalition is governed by a Viceroy, who is the true leader of all cities in the Metacerian.  Under the viceroy is the Council of Emissaries, which performs the Choosing and collects when the Coalition goes to war or is beset by crisis.  Under the Council of Emissaries are the City-state governments themselves.

Variable, but certainly Tel-Harok inspired.

History

Originally the sovereign territory of the Tel-Harok Kingdom, now fallen, the Cities became independent unto themselves
