A mysterious figure that occasionally appears.. He wears an ornate black cloak and holds a staff in his hand. His glowing golden eyes are the only visible features of his "face". It's unknown whether he actually has a face. On the orb of his staff is this symbol:
He was first seen on Creator Island observing L and R's fight with The Creator. Within Licentia Laboratory, letters from Mr. I to Dr. Mephy indicate that he exchanged classified Flei documents for research into "Soul-Powered Robots".

Facial Features
His face is mysteriously not visible, with the hood of his cloak shrouded in an unnatural darkness. The only visible feature is his eyes.
