The sun shone through the massive glass skylights of the Hall of Penitence, the light bouncing off the dozens of silver suits of armor. The soft spring day betrayed the gruesome scene on the floor of the hall: six bodies brutally executed. "What number will this be, Layton?" a grizzled State investigator asked his young cadet. A shuffle of papers later, "Number twenty-eight. Booth. Sir,"
Booth knelt next to one of the guards charged with protecting Senator Alcott, lifting his arms to reveal the multiple stab wounds. "The same as the others," as he moved to the next guardsmen. "These two never even had the chance to draw their weapons. What does she look like?" Layton covered his nose as he looked over the Senator. "The same as the last ones, sir. The brand on the chest and everything,"
Booth rubbed his temples and sighed, the killer had been on the lose for nearly a year now and was only growing bolder with time. At first it was just small time merchants and minor nobles, but now... "Alright, Layton. Get the Estus boys in here, maybe they'll say useful something this time,"
"Yes, sir,"

Described by witnesses as "a wiry individual". From past conflicts, it can be assumed that they are an accomplished swordsman. Additionally, they have used a variety of techniques in the past, ranging from crossbows to poisoned weapons to alchemical weapons.

Personal history

The Reaper of the Second Ring is a serial killer that targets the wealthy and notable of the second Ring of Thraven. Often killing the corrupt and criminal, the Reaper is seen as a sort of folk hero of those in the lower rings. 
Over the course of two years, a number of suspects have been identified but no arrests were ever made. The Reaper is directly linked to fifty-seven murders and suspected in the massacre of seven State Lawmages. The suspect has been classified as "Untouchable" in the past, although that status is now up for redefinition in closed meeting of the State. Recently, all of their records were either stolen or destroyed in a fire at the Hall of Records.

Unknown. From their targets, it is speculated that the Reaper has some sort of agenda or feud with the officials of the State. So far, they have yet to injure citizens. Victims are often brutally executed and, since the assassination of Senator Cuthbert, all victims have been branded with an upside down triangle on their chests.
