Kheltar

Culture

Kheltar is known for being a friendly place, the Kheltan people live in villages and are quick to invite travellers into their homes for meals and such. They are a people who value the lands and the cultures of the world; however they are not people to cross. Once you loose the respect of a Kheltan it is hard to re-earn, likewise a military invasion would not be pass without a good fight. The Kheltan people believe in justice, honor and courage. Justice when others wrong you, honor to carry out justice even on oneself , and courage to fight for what is right. These are 3 of the 6 tenets of Esus the other 3 being loyalty, hospitality and honesty. The Kheltan people are a traditional people, they are resistant to technological advancement and development. There are no large Kheltan cities, they mostly live in small towns such that they don't have to destroy any pockets of nature. This is part of loyalty to the land which gives them life.   The Kheltans don't operate on a normal economic system. They trade in gifts and often give one what they need without expecting payment. If one makes their need known they are sure to receive, additionally if there is a need one can fill, they are expected to give.

Assets

The Horn - Every chiefdom across Kheltar has a hornman on duty, when a chiefdom is attacked, their hornman blows the horn and all the neighbouring chiefdoms send their troops and subsequently blow their horns resulting in a current of units coming in waves against any successful invaders. There is a mutual agreement that when the horns sound, the Barbarians stop raiding. In fact often times Barbarians will follow the call and aid in the defence.   Lumber - In the west near Stonemill there is a heavy lumber operation which is the major export for Kheltar.

Demography and Population

The population of Kheltar is broken down into 3 distinct groups: The True Kheltans, Civil Khelandra and The Barbarians.   The True Kheltans make up the majority of Kheltar. They are the Kheltans who live in small Chiefdoms across the Kheltan lands. Each chiefdom consists of 100-300 people and there are thousands of chiefdoms across the land. These Kheltans do not conform to market economy or governmental authority higher than their Chiefs. The True Kheltans are all human and though they are very hospitable toward outsiders, they will always be seen as visitors.   The Civil Khelandra is the area on and surrounding Stonemill Peninsula. This region of Kheltar operates more like it's surrounding nations and has a major lumber operation and trade. There is a governmental council which claims rule of all of Kheltar but has no power. Many young True Kheltans journey to Stonemill for a better life and many foreign workers immigrate and join the Civil Kheladra. The population consists of human Kheltans, hill Dwarves, Halflings and human Sandari. The Kheltans here are still very welcoming and quick to give gifts, it is important for people in the Civil Khelandra to follow the 6 tenets of Esau   The Barbarians live throughout the lands, they from small raiding parties of ex-Kheltans, Ammon deserters and Sandari outcasts that attack chiefdoms and scrounge for food. Barbarian raids are a fact of life for the Chiefdoms but in times of war the vikings and the barbarians will sometimes work together to fight off invaders.

Territories

Kheltar mostly consists of dense forest. The Kheltan Chiefdoms are well hidden in the forest, the untrained wanderer may walk through all of Kheltar and not encounter any people. The lands are well respected by the Kheltan people, but not seen as holy or unique in any way, the Kheltan people respect any land which hasn't been destroyed by civilization. The lands are not farmed

Military

Each Chiefdom has a viking force strong enough to keep the Chiefdom safe from natural threats and barbarian raids. When an uninformed army attacks Kheltar they will have trouble locating a Chiefdom; however when they do attack, the first Chiefdom is usually taken easily by the invaders. At this point the Horns are blown across the nation and the viking forces from Chiefdoms through Kheltar journey to the source of the Horn to ambush the attacking force. These troops come in small groups and thus are stealthy unpredictable. An invader of Kheltar must be on watch at all times of day and night as the assaults can come any moment. No invading nation has been able to make meaningful progress. Civil Khelandra has a larger militia trained in more traditional warfare. With the aid of the viking navy Kheltar is pretty safe from invaders from the south.
