Doruna's Endorsement of Mivarek Services
This is a letter written by the King of Doruna to the Head of the Board of Mivarek Services. Doruna contracted Mivarek Services to provide prison security and to manage their prison system. In doing so, Mivarek Services colonized the island Helfyr and built a prison/work camp as well as a town area for staff.
Additionally, around the same time, Doruna was in the midst of another conflict with Wylchit in order to maintain control over the country. During this conflict, they took many Wylchit soldiers and some civilians prisoner, which resulted in them being under Mivarek Services' oversight.
Once the Helfyr prison colony was completed, the majority of Doruna's prisoners were transported to the island. Mivarek Services sent them to work off their sentences. The prisoners are paid very meager wages, which they must also use to pay for food, toiletries, clothing, their bed, and their tools. It is almost impossible for them to meet the requirements to pay off their sentence and regain their freedom.
Around three years after the completion of Helfyr, the King of Doruna wrote this secret letter to the Head of the Board of Mivarek Services praising them for the success of Helfyr. It is both appalling and unknown to the public. Very few people at Mivarek Services have been permitted to know of the letter, which the Head of the Board keeps in a locked cabinet.

To tell Mivarek Services that Doruna is satisfied with how the Helfyr prison colony is run.

Private. The King of Doruna sent the letter in secret. The Head of the Board of Mivarek Services has it in a locked cabinet. Only a few other people at Mivarek Services have been allowed to know the letter even exists. The praise was passed on to those directly in charge of Helfyr, and they were sworn to secrecy.

Public Reaction
If the public ever discovers this letter, there will certainly be an outrage, especially amongst people from Wylchit. The way the Helfyr prison colony is run is very unethical.
Legacy
This letter encouraged Mivarek Services to keep running things the way they were. Doruna had sponsored the prison colony in the first place, so if the King was satisfied with the way they were running it, they should definitely continue. The organization was not set up in a way to encourage the discontinuation of unethical practices as long as they were making money.
