Governance of Mysidia

Before the Fall of Magitek The government was ruled through Corporatocracy, Magitek ran the city-state through complete control of every economic and social situation was controlled by the company. There was no representation from the lower city. The director was the end all leader of the city. The first director designed and put in place a border wall to the city that prevented the creatures in the surrounding nature from venturing in, slowly overtime the magic tech wall changed to display the surrounding nature as uninhabitable and a wasteland. When It was discovered that The Shadow was causing an illness, the director hid it from the public and instead began placing blame on non magic users in the slums, creating a sharper divide between the magical and nonmagical, the slums and the rest of the city. Finally when a reactor was destroyed through faulty maintenance,it was blamed on a protest group and labeled them terrorists, making them go underground after they began getting hunted by both police and citizen alike.
The law was harsh, controlling everything from relationships to if you moved from district to district. Being found in a prohibited district could result in arrest. Attempting to leave the city was discouraged, and not legally restricted, but enough laws were in place that would constitute a complete ban on leaving. Laws were passed by the Director and The Board, a group of families that controlled a majority of smaller companies that fed into and received assistance from Magitek. Each family would have at least one member on the board. Any time a new voice of dissent was discovered, no matter how small, The Board would begin the process of finding a covert way to make their acts illegal and would have them imprisoned.
Technically everything was provided by Magitek. There was a public education system that was used to indoctrinate the next generations into believing that Magitek was good and generous. Food rations were also available to all people as a supplement and in addition to the food to those that could afford their own. The Social services continued to grow and grow, causing more and more taxes to be taken from the businesses in the lower city. Magitek kept a facade of generosity and kindness by providing free social services for the people of Mysidia. Free schooling, transportation, and medicine was provided by Magitek, funded through the heavy taxation of the middle class in the lower city. These services were failing though, schooling for the poor was lacking in quality, texts and supplies were scarce, instructors were forced to teach the students that all issues in the world were solved by Magitek, whether or not they had any positive influence. Medical services were over taxed by the citizens, the lines for simple procedures were impossibly long, leading to deaths and permanent damage for things that should have been healed sooner. The medical technology has become stagnated as the introduction of Magitek's prosthetic tech was made public and easily accessible. And medical practice outside Magitek control was punishable by death, as Magitek used them to fear monger the public into believing that back alley doctors were experimenting and harming the people who came to them.   After the Fall of Magitek The government is run through a direct democracy after the fall of Magitek. Every person has an equal say regardless of location and the lack of homogeneity of the city as each district having different population levels and functions in the city. There is growing desire and acceptance to move towards Representative Democracy having multiple representatives from each of the 12 districts of the city to remove the tyranny of the majority that comes from the population dense districts. The law makers and governmental voice of the people of their district allowing to have equal voice regardless of population density. The Governor is voted on every 2 years, with a limit of 5 terms that can be non-sequential. The governor then builds his cabinet to help assist with various aspects of the city’s needs from education and economics to power and transportation.
The Rule of law is stable in terms of enforcement, some aspects are handled with care, while others are overly harsh or completely nonchalant about the violation of the law, it is entirely up to the discretion of the district police. With the government still in a growing phase into a settled democratic form, the laws are always changing. Laws are passed by the governor drafting a law and the general public voting on it, requiring a supermajority of 67% of the public to agree. This method of governance is being proposed to change to a representative style, with each district receiving 10 representatives, with the same stipulation of requiring a 67% majority to pass a proposed law. Voting for reps will occur every 2 years in between each Governor election.
Social Services are minimal, the government preferring and encouraging donations and acts of charity for those in need. The primary social service the government provides is public transportation, using tax money to fund the system and research new and technologies and uses to improve the transportation provided to make the system better for the citizens and cheaper for the government.
