Power Generation

While not necessarily a generation of power, the cart comes equipped with a weak planar anchor/summoning focus. The focus summons wind elementals when activated and the anchor passively keeps the extra-planar beings from leaving. The apparatus can be active for 8 hours at a time before it gets overworked.

Propulsion

The propulsion comes from two air elementals pulled from the elemental plane of air given the form of two wispy horses. These elementals have a 100ft movement speed with 200ft per round (22mph) each and have the stat block of a draft horse regarding their carrying capacity, otherwise they use the 3.5 Medium Air Elemental stat block.
