The Declaration of Unity in Mundomirum

The pen signed my name on the slightly aged parchment, I got my signature perfect. Everyone was impressed. The pen then moved and signed the High Elf's name, then the Lead Dwarf's and then the Chief Warlock's before the scroll rolled itself up and was instantly teleported to the vaults of Mágicia.

Purpose

To unite Koboldia and Tsvergan and prevent further conflict. It stated that all areas of Mundomirum except Orckos - it couldn't be trusted to sign on such an important document as if they broke it, the other countries would have reason to - will remain separated and have different governing bodies, but not fight and agree on politics issues that affected Mundomirum as a whole.

Clauses

The document is divided into clauses that describe an exact description of the details, implications and caveats of the text.

Caveats

If either country attack each other, including spying, sabotage and espionage, then the other is permitted to defend themselves but not to the point of counter-offence. It also states all the caveats around Orckos and their possible threat.

Publication Status

It is widely known of though access is reserved for the High Elf and those who the High Elf trusts.

Legal status

It's validity is only disputed in Orckos where though part of Mundomirum and technically under international Mundomirum law, has not signed and does reserve its right to defy the document.

Historical Details

Background

It marks the end of the Great War and the acceptance of dwarfs by elves and vice versa.

Public Reaction

Only extremist, racist elves and dwarfs were angry at the uniting of each race though all were happy about the end of the war.

Legacy

It is treasured by both Koboldians and Tsvergani as a great connection between the two countries.

The Declaration Of Unity In Mundomirum

1.0 Koboldia and Tsvergan shall cease fighting and prevent war.

1.1 Neither may attack each other or Orckos.

2.0 Mundomirum shall remain three governing bodies.

2.1 Koboldia and Tsvergan shall decide as Mundomirum on issues regarding both countries.

2.2 Koboldia and Tsvergan shall decide as one on matters regarding Orckos and Tarësinia.

3.0 All inhabitants of Koboldia and Tsvergan may move freely within each country as if each country were one.

3.1 Merchants may travel and trade in both countries.

4.0 Dwarf-elves are permitted.

4.1 A dwarf elf may run for any governmental role in either country.

5.0 All military forces shall merge and fend of threats as one.

6.0 Magic is permitted in Tsvergan.

6.1 All light magical practises including teleportation may be used in Tsvergan.

6.2 Dwarfs may practise magic.

6.3 Dwarfs must be able to attain magical levels like that of an elf.

7.0 Materials that are extracted using elven magic by dwarves or dwarven technology by elves must be shared equally between the two countries.

8.0 Dwarfs of elves banished due to laws that have been amended by this document may return from exile.

9.0 This document may not be changed or added to in any way.

9.1 This document shall be in effect eternally

A. If either country attacks the other, the defending country may fight back but not attack the other country in return

B. If Orckos attacks either country, the other must give aid.

C. If this document is changed, the alterations must be disregarded immediately.
