Empire of Tolmehria

The Empire of Tolméhria is a large power occupying much of the western part of the Mundan supercontinent of Pagia. Ruled by its Emperor from the capital of Tolunvoeroh, Tolméhria is almost completely laid bare by desertification, and can barely sustain its enormous population. So it desperately seeks green land and more resources, and expands through conquest and exploration as it aims to achieve dominance of Munda and the destruction of its rivals.

Structure

Although they abandoned the feudal system long ago, the Empire of Tolméhria is still dominated and effectively controlled by a collection of prestigious and conservative noble houses; once landed gentry, they are now Tolmehria's industrial magnates, provincial governors and its high-ranking career officers. All of these noble houses are represented in and make up the Imperial Council, the main decision-making body of the imperial government and the advisory body to the Emperor of Tolméhria.   The Emperor has absolute power in Tolméhria, and his word is law; however, his power is only granted provided the military is loyal to him. Most of the time the Emperor and his own personal officials are able to ensure the loyalty of the military and the commanding nobility; however, when this isn't the case, there can be disastrous consequences.   The working class of Tolméhria have almost no direct control in their ruling. They can make appeals via local officials, but these may be vetoed at any moment. Although social mobility is not unheard of, it is difficult to achieve; nepotism runs throughout Tolméhran society, which is controlled by the elite. Unions of sorts exist in the form of 'Guilds', however these often rely on a noble sponsor.

Culture

Tolméhria is a highly stratified and also militaristic society. It is also rather traditional and religious, despite its technological edge. Ancient religious institutions are revered such as the Imperial Church of Rog, while the population similarly heaps respect and obedience to the noble elite who rule Tolméhria. Tolméhria's status as a large, highly populated, militaristic power ruled by an emperor are celebrated in the small assortment of festivals which the empire has, with annual festivities celebrating the founding of the empire and imperial rule, along with older festivals celebrating fertility (which seems to be slowing down in recent years, perhaps the result of chemical pollution).   The Imperial Church of Rog plays a large role in Tolméhrian society, being the state religion of the Empire. Although it has to be admitted the majority of citizens are not devout followers, the church is nevertheless still dominant in the Tolméhrian Empire. Archbishops preside over and attend imperial coronations and ceremonies, and priests are often seen blessing combat vehicles and aircraft, and by extension their crews, before campaigns. Believed to be the true followers of Rog, and that the other powers in Munda have fallen into degeneracy and rejected Rog's teachings, the more zealous clergymen of the Tolméhrian Empire often feel that the empire has a divine authority and destiny of sorts in its conflicts and expansion.

History

After the Great Sundering, the western portion of Pagia was plunged into a decade of civil war. Tolunvoeroh was already one of the stronger city-states, at the time being an industrial hub of the region. Initially Tolunvoeroh struggled as all other city-states did, facing the carnage of large-scale modern warfare for the first time. However, with superior military technology, materiel, doctrine, tactics and soldiers, in time Tolunvoeroh was able to rapidly adapt and achieve an advantage, and would eventually conquer its neighbours and absorb them into its growing territory.   In 5010, all of the independent warring city-states that came into being as a result of the Great Sundering became united underneath the war-banner of Tolunvoeroh (with only a handful of exceptions), and the Empire of Tolméhria was founded. The first Emperor of Tolméhria was crowned in a spectacular ceremony in Tolunvoeroh, with the highest clergymen of Rog anointing him during the coronation, and a massive military review shortly after, with hundreds of troops, armoured vehicles and aircraft on display.

Military

The Tolméhrian Empire's armed forces are some of the most formidable in Munda. The Imperial Army and Imperial Air Force have at their disposal millions of men and thousands of vehicles, weapons systems and aircraft. It is rather advanced in technology and doctrine, with air power playing a major role in said doctrine, while the standard weapon of the Imperial Army is an assault rifle.   There is no policy of universal conscription in the Empire of Tolméhria; however, nonetheless, often large numbers of citizens are drafted into service by press gangs. Despite what this may suggest, the military somehow remains a mostly volunteer force; perhaps largely because most young men would rather join the military than eek out an existence working in the factory cities of the heartland or mines and refineries of Tolméhria's colonies.   Main articles for the branches of the Imperial Armed Forces are here:   [TBA]

Foreign Relations

Biron The Tolméhrian Empire has cordial relationships with Biron, a neighbouring city-state controlling the Bironian Valley. In exchange for receiving regular shipments of raw materials and fuel sources for its ever-growing military-industrial complex, the Tolméhrian Empire provides Biron with some gold as payment, along with, more importantly, military protection and acknowledgement of its independence.   Nasrodia The Republic of Nasrodia and the Empire of Tolméhria are enemies, each seeing the other as the main threat to their own survival and dominance over Munda. Any form of trade or cooperation between the two is strictly forbidden, and what's essentially a perpetual state of war exists; every now and then bombing raids are sent by one faction into the other's territory, and every few years major invasion campaigns, which almost invariably never succeed, are launched.
