Unhealing Hands

Unhealing Hands is the unofficial nickname and title given to the former Chief of Medical Staff Rashid M. He is currently wanted for several crimes, including murder, unauthorised experimentation on non-human sentient creatures, and embezzlement, as well as conspiracy to deceive the Crown and abuse of power, with a host of other minor crimes and complaints. Rashid M is considered to be a dangerous fugitive and should not be engaged in teams less than five. Should any agents meet him, even in passing on the street, it is best to avoid him, raise the alarm, and get out of there, in that order. This is a warning not to be taken lightly.

Early life

Rashid M was born to a poor family in the small town of Strange River. Despite its name the river itself was ordinary - it would become a temporary river due to the overflow of two larger rivers nearby during high tide. By low tide, it would have shrunk down to a stream. Rashid was raised as the second youngest among five siblings. His parents were both devout followers of the Order of Being. However, due to the family's circumstances, he was given up for adoption to a close family friend. It was here that he gave up his birth name and took on the name Rashid M.
Even as a child, Rashid had the gift of healing and an interest in medicine. Seeing this, his adopted father, who undergoing an apprenticeship at a branch of the REDACTED Medical Hall, took him in for an assessment. Thanks to his outstanding scores, he was immediately taken in as a student. Several years later, he graduated as one of the youngest healers from the fledgling academy.

Career

Besides his age, the only other thing that was remarked upon by his teachers upon his graduation is Rashid M's persistence and cautiousness. He was extremely cautious, even in areas where caution would have put the patient's life in danger, and this was a trait that accompanied him through much of his career. By the time he had graduated to specialist and was making a transition into administrative, he had gotten the nickname Unhealing Hands, because while his patients got well, most of them often left with a heavy feeling in their heart, as though they had been wounded. They never went away feeling like they had truly healed.
Once he was in administration, Rashid M climbed up the ladder quickly, eventually taking up the director of the REDACTED Medical Hall role. This was due to a confluence of several factors - the role required one to be adept in politics, which Rashid M showed a surprising aptitude for, have an unusually strong stomach, even by Medical Hall Standards, and perhaps most importantly, the willingness to commit oneself to a political party. Rashid M figured in his cautious nature that the political party was the least of his worries - at the very least it would help smooth his career path, even if all he did was to remain an ordinary member and paid his dues. It was only when a deeper investigation into Rashid M's background during the handover to the new Director that this particular affiliation came to light.

Scandal and investigation

During the height of the political party's power, Rashid M was called upon to assist in investigating several rumours regarding immortality. It was here that he met with the tycoon Cheng through the political party. They worked together, Rashid M supplying the patients and medical histories, while Cheng's subsidiary, spearheaded by his second son, began the experiments. This partnership continued for several years until Rashid had a falling out with Cheng. Two years after that, a routine missing person's investigation turned up Rashid M's name, and in his panic, he attacked the police officer who was questioning him in his office. The police officer was left with horrific scars while his partner's soul was so traumatised, it almost split into two.
Rashid M then fled the office and left everything behind. So far we have no word on where he is or what he is doing, though some suspect that he is possibly hiding in the political party's headquarters. If so, then this is would be a prime opportunity we should not let slip.
