Midian Empire

The midian empire is ruled by the Emperor and the Senate. The senate appoints a governor to rule over each province, who in turn oversees a council formed of local representatives from the towns and cities within a province.
The governor, appointed by the senate, would have overall responsibility for the administration of the province, while the council of local representatives would provide a local perspective and ensure that the needs and concerns of the towns and cities within the province are taken into account. It might be helpful to consider the specific responsibilities and powers of the governor and the council, as well as any checks and balances in place to prevent abuses of power. For example, the council could have the authority to approve or reject certain decisions made by the governor, or there could be a system of appeal for individuals or groups who feel that their rights or interests have been violated.   It's also worth considering the role of the local communities within the province. How are decisions that affect their daily lives made? Is there a system of local government at the town or city level, or are these communities more directly represented in the province's council?
