An affiliation of small-town criminals that run the racket of black market goods in the region. They are organised by Kåre Arnesen who owns the largest chandlers in Elvenbyen. Through some heavyweight muscle, Kåre manages to keep key individuals under control. Local Rivermen with a good knowledge of the currents and flow are able to transport goods that should not be seen away from prying eyes.

Limited the local area all the members are of Rivermen stock and were born and raised in the town. Often from a small group of families who live and work near the loading docks.
