Lok'nisa Snapshot

Port City

Lok'nisa is a proud city on the southern tip of Leganto. Although not as massive as Leganto City, it is the second largest city in Leganto. Tightly packed within its walls, a majority of its citizens live within Lok'nisa proper, behind the city gates. In recent centuries, as this city is one of the oldest settlements, farmers and other low class citizens have sought shelter, but cannot afford the taxation of Lok'nisa so they live outside the city gates. A proud city, a strong city, Lok'nisa is strong in its economy and military strength.

Government

The High Lord

The High Lord, Rahlan Gletsk (human, male) rules over the booming metropolis while the Warden, Resthana Ilevyre (half elf, female) reports directly to the King of Leganto on Regional Affairs. The High Lord has two circles, his inner (Castellans) and outer circle (Dauphins). The Dauphins of eleven advisers and the Castellans consist of five advisers. The High Lord is of royal blood, each related by blood and cultivated to be the next leader.  

Castellans

Castellans make decisions of long term strategy and any implementation of Last Regiment Soldiers. Each Castellan, except the Margrave, is selected by the High Lord. Each Castellan must have been a Lok'nisan citizen for at least three years before being chosen by the High Lord, although he rarely chooses anyone who has not served a term as a Dauphin. There is the Grafine who is the academic and intellect drawing upon history. The Margrave is the Last Regiment's representative chosen by the Warden, reelected every ten years. The Palantine is the sole adviser to the city's treasury. Burgrave handles all international affairs. Lastly, the Arch Mage of Drakarth School of Magic, politically called the Donmagus, assists in all affairs magical, dual hatted for political and educational purposes.    

Dauphins

The Dauphins handle all immediate and short term affairs of the city. These eleven advisers primarily hand day to day operations, voting to make decisions that aren't apparently unanimous. Their votes are cast for decisions and are enacted with a majority. Although, any decisions can be redacted by the High Lord if he or she wishes. Each Dauphin serves a maximum of a ten year term, every two years holding an election to either reelect or elect new Dauphins. Any Lok'nisan citizen can become a Dauphine after they serve at least one year as a District Laird.  

District Lairds

Lairds represent each residential district of Lok'nisa, The Blue Agora, Cobblestone Circle, Naval Ward, North Quarter, Outer Rim, and Prinvail Boulevard. Each Laird is appointed by the people of that district, and they serve a short term of only one year. However, there are unlimited terms for being a Laird so a good district leader can find themselves reappointed for many years. The only requirement to become a Laird is to be a citizen of the district in which you wish to run.

Defences

Lok'nisa has implemented martial and magical defenses across its walls and docks. There are magical ballistas, inscribed with runes across the wood and bolts. Daylight spells cast above each guard tower spanning the length of the walls, and the gates have the Hallow Spells cast on them. There are other defenses as well, the Last Regiment Army and Navy all present and protecting the Lok'nisans.

Industry & Trade

Many citizens work to help increase the export of ocean goods through the Naval Ward. Although much of it is fish, there are still many goods obtained from the ocean such as coral and pearls. Much of the other trade occurs in the Blue Agora, where all imports and exports find the right customer. There are many ships that offer voyage from one continent to another, bringing in wealth to Lok'nisa from its competent navigators.

Infrastructure

The city is with the state of the art cultural technologies and advancements. Lok'nisa has the largest shipyard in Leganto, with the largest fleet of marine vehicles. There are the Cavalcades which flow below the city, linking to the sewers to help distribute waste from its inhabitants. There are courtyards for leisure and trade, and colleges for education and music. Irrigation is plenty capable within the city. There are magical lights that keep the city streets well lit. The exception is that the Outer Rim does not have as many lights as the other districts.

Assets

If you can walk through the Blue Agora, Naval Ward, or Prinvail Boulevard, and not find what you want, then you have done the impossible. Along with a public library, the Stone Athenaeum, there are dozens of stores and marketplaces around the city to find exactly what you need from magic items to adventuring gear.

Guilds and Factions

There are many guilds within the city. Of the many smaller ones, there are a few that hold great influence in the economics of Lok'nisa: The Doomguard - Adventuring Guild Oakenhammer - Construction and Architects Silver Rose - Elven Trade Goods The Stargazers - Sea Navigation Tools and University The Stormflags - Boats and Ocean Ferry   The Last Regiment is quick to hunt down and quell rebellious factions that are deemed dangerous by the Castellans. There are a few underground groups, but openly speaking against the High Lord or his circles without a political forum is forbidden.

History

Pre Cataclysm

Lok'nisa is one of the oldest settlements in written history. Spanning back to its inception around 8,500 PRC, it slowly grew around trade the gathering of knowledge on the southern tip of Leganto. It is said some of the first sailors to ever traverse the oceans came from this city. Elves helped to establish the settlement during the age of discovery, bringing commerce and trading ideas for a fast growing economy. Around 3,400 PRC, Elves, both Moon and Sun, left as lust for gold and power infected its people and brought about a dark time for the city. Lords were assassinated, nobility were killed, the Lok'nisa found itself at a low point in its long history. It was decided around 2,700 PRC to enact the current form of government to have representatives from across the districts that allow for citizen voting. The people reunited under local representation, and found themselves suspicious of the future, but hopeful.

Post Cataclysm

The world floundered, but Lok'nisa took this time to rally its people and their morale. Building temples in response to the Na'kai, it was fast to strengthen its borders before the Fuman invaded. At 315 PC, Lok'nisa was ready and defended itself against Adrienne the First during the Battle of the Three Seas. It was only a battle as they quickly quelled the novices on the sea, the Last Regiment Navy making a name for itself on the brutal oceans. Given the Navy's prowess, Lok'nisa became a city proud of its military, happy to support it for all its help. During the Legantan Massacre in 370 PC, they sent reinforcements to Leganto City to help clean up the Fuman and Echoes of Odium, but many from the Naval Regiment that relive those days don't speak with pride as they believe they arrived too late considering the damage to the city. Now, Lok'nisa finds itself a prideful and protected city as a center for ocean trade and education.

Architecture

Many of the buildings are crafted from stone. Standing above the rest, the High Lord's Castle stands tall in the center of the city, within the Cobblestone Circle. Many of the colors of the city are variations of blue, accented with gold to give pride to Last Regiment. The city is clean in most of its districts, the Outer Rim a bit dirtier than the others. The residential areas are houses made of wood and tiled roofs, often slanted at stark angles to direct the rain during the storms.

Geography

Lok'nisa rests on a large hill that magnifies the Cobblestone Circle among the rest of the city. However, it is close to the ocean and has its walls from coast to coast along its northern side. It is a beauty to behold, and many find themselves enjoy the sight of the castle from the squares and plazas.

Natural Resources

There are fields north of the wall with livestock and crop that grow in abundance. There are no mines nearby so all ore is imported mostly from the Horned Mountain City. Much of their natural resources are gained from the Ocean, through food and natural resources.
