Volt Cloud

The Volt Cloud comes from an area where there is always an electrical charge in the atmosphere, the Galvanized Steppes. The reason the cloud is always black and full of electricity is because of this area. This kind of cloud also sticks fairly close to the ground compared to other clouds, making it possible to capture the cloud/atmosphere of the area. Actually getting to the spot is not easy. Since the Galvanized Steppes has been around for centuries, monsters have evolved to live in this land, making venturing into this area dangerous, especially if there's a White One in the area. With proper precaution and preparation, one can make it to the hill where capturing the clouds is possible. A fair number of people attempt this every now and again with mixed success.
