Utility
Coilguns were used in early space colonization. Since they needed less powder to fire, they produced less instantaneous thrust when used in micro-gravity.
Manufacturing
Coilgun kits can be purchased for traditional powderguns. It simple consists on a coil of wire spun around the barrel which uses an electrical current to generate a magnetic field. It is then precisely timed so that the round is constantly moving and never stuck in one section of the barrel. A small amount of propellant is used in specially designed rounds to give them their initial velocity.

Any citizen living under the Sumoli Empire may purchase and own a coil-enhanced firearm, though a safety course and license must be purchased beforehand.
Complexity
This tech is fairly archaic by today's standards, as the military now uses railguns. However, coilguns are still more expensive than traditional powderguns. Most coilguns are shipped as a single unit with no need for an external capacitor, but some tech-savvy inventors have found ways to hook up car batteries to the coilgun system to enhance its performance.
Discovery
Coilguns were theorized ever since electromagnets were discovered. However, they only became a reality after fusion was miniaturized.
