The Remnants of the Raven Queen

Structure

They are an autonomous collective. They are an anarcho-syndicalist commune! They take turns to act as a sort of executive-officer-for-the-week.  But all the decisions of that officer have to be ratified at a special bi-weekly meeting by a simple majority, in the case of purely internal affairs but by a two-thirds majority, in the case of more major external affairs.  Supreme executive power derives from a mandate from the masses, not from some... farcical aquatic ceremony!

History

Since its creation, the Raven Queen ruled over the Plane of Shadowfell and often left the ruling of the plane to her people, choosing to trust her people to make their own decisions.  During her reign Shadowfell was an anarchist's utopia, her lack of executive decision making allowed for the people to decide how they wanted to be ruled and many autonomous collectives formed around the Shadar-Kai, while in some areas of Shadowfell more traditional governmental structures formed around vampires. However, when she was ousted as the Lord of Shadowfell by Mask, things changed.  The Shadar-Kai were hunted down and Shadowfell transformed into an incredibly massive bureaucracy, one that spanned an entire plane and was led by one being, Mask.  However, while Mask used his propaganda power to push to the masses of Shadowfell the narrative that the Raven Queen was killed, the Shadar-Kai knew this could not be true.  A god cannot be killed, only imprisoned and drained of power.  The Raven Queen did survive her battle with Mask and she fled, dispersing herself to the point where she could not take physical form.  Her followers have only two major settlements remaining, Mistry Pier and the Ruins of Raven Roost.  At these two settlements they hold onto their devotion to the Raven Queen and the anarchist society that she protected when she was Lord of Shadowfell.  They hope to one day overthrow Mask and install the Raven Queen back to her rightful place.
