Serulia City

Located in the far north of the Northlands. Massive city built around a volcano. Home of a Dragon Tower and the Black Keep. Capital of all Serulia and where all who wish to swear allegiance must travel to receive the Mark of the Lich King. In an effort to mock the Grand Republic, whom King Mitoh despises, he formed his own Orders, those of the Necro, an order of sphere wielders which wished to practice forbidden arts unmolested, the Order of Darksteel, an order of disgraced knights and mercenaries, and the Order of the Hunter, an order dedicated to locating, then recruiting or slaughtering sphere wielders as well as Rune-Items. These orders each live in their own small fortresses called the Halls of the Necro, the Darksteel, and the Hunter. King Mitoh is credited with creating the Whisperers. The Whisperers are humans which can possess other humans, by whispering into their ears, but cannot travel far from their own bodies. Very few candidates survive the dark magic necessary with the creation of a whisperer so very few exist. King Mitoh also had a Hall of Whispers constructed though it remains largely vacant. After the War of the Fallen King, King Mitoh offered sanctuary to the Servants of Chaos, a religious group dedicated to the High Dragon Chaos, which they readily accepted. There exists no city guard in Serulia City, as the undead protect the city. The creatures of Serulia naturally avoid Serulia City.
