The Council of Time Lords
The Council of Time Lords were selected by Lark as being the bravest, most creative (Aaron Firehand), and dedicated. Together they created their universe (as every other reality had their own Council. They created Doomcolt, the planets that would one day become the Chugustian Empire, and the Broken Space. But once they looked upon their creation, they began having doubts. Infighting began, and Aaron (who was then known as Æron) saw no other option than to destroy the Time Lords. The only two time lords that existed in that reality became Aaron and his half-human cousin Arón Firehand.
Structure
The council was headed by Lark under the title of Head of the Council of the Time Lords. The other time lords that belonged to the council were called either by their name or sometimes just as "time lord" (they never had a name for their race, so they gave themselves a communal title).
Public Agenda
Their agenda was to create space for time to exist in, which they succeeded in doing.
Disbandment
After the mass destruction of his own race, Aaron Firehand would later go on to use the structure of the Council in The Conclave of Collective Kings.
Territories
Because they were creating an entire universe, one could make an argument that the entire universe belonged to them. But except for a bold few, most stayed within the confines of the Time Lord's Rift. Of those bold few were Aaron Firehand, Arón's father, and Lark (who originated the Chugustian people, with Genrikh Gorbachev as his companion).
