High Letter of Marque

Purpose

This document grants the bearer free reign to pursue the interests of Nijama and her clients across the system and beyond.
This most commonly manifests as bounty hunting and privateering, with the state offering a sizable prize to those adequately licensed.  Beyond the system, a Marque'd Man might act in a diplomatic role as technically the marque makes their will the will of the state.

Caveats

As part of accepting the High Marque, one also accepts being put under extra scrutiny by Nijama's agents. If it is found that they have acted in bad faith, the punishment will be harsh.

Legal status

The extra judicial powers granted begin at the edge of Nijama Station local space, and technically extend out past the oort cloud.  In practice, it goes as far as the bearer is willing to push the polity in question.

Historical Details

Public Reaction

The first High Letter of Marque was granted during a time of isolationism and unease, public of Nijama Station was tired of the "police actions" and "limited exchanges" of the previous generation. This was seen as more progressive option, allowing the son's and daughter's of Nijama abroad to bring justice without dragging the entire population into the fight.

Term

One of the most distinguishing characteristics of the High Marque is its indefinite term, only canceling upon the death of the signatory or the bearer.
